Update: Local dealer only seems to take action when prompted. They have now contacted Subaru 'HQ' and have been asked for further information. Dealer says they won't take my evidence (videos) but need to be done by the dealer, so giving the car to them for a week next month. (Still happens)

I have the Forester 2021 Premium and it has the same issue. I dropped it at the local dealer and overnight they were able to confirm that it did take 30 seconds to come back onto high beam. They have raised it as a technical issue so let's see what happens. Did you make any progress on this? BTW, I had an Outback 2022 loan car overnight and the headlights went immediately (under one second) back onto high beam.
