My partners 2007 Legacy GT seems to have an issue with the steering, or perhaps the drive train, when turning at low speeds there is quite a vibration through the steering, which seems more evident at certain steering angles, or often just steering the steering wheel left and right a little when not moving (as a test). It seems worse when the car is in Drive, in Park its not as bad.
Perhaps the idle is too low? I have noticed the idle drop a bit when experiencing issues, but it has never stalled.
I have replaced the Power Steering Fluid, this helped a noise issue the pump had at least.
New Front disc rotors (nothing to do with this fault) but they were warped and needing doing.
This car was complianced 5 months ago and it has done 5000k's in that time, the suspension bushes etc look fine, could a wheel bearing cause this issue?
I noticed a little bit of oil around the flange on the small intercooler pipe that goes from intercooler to turbo.
I removed this and cleaned it up, the o-ring still looked fine, was a tiny leak.. but will monitor..
This problem has really only occurred in the last week or so, previously the steering had been fine.

All is well now, it seems that one of the wheels wasn't quite sitting right when I bolted it up to the hub.. it looked fine and the wheel lug nuts were tight, but meh, its ok now and I don't have to worry
