I haven't read the whole thread, but slap me if it's been repeated. Have you been to the power comission complaints place? I can find the exxact details for you if you want. I was having regular $100 - $200 power bills, then got a stunner of $1300 being a trained budget adviser I knew the right strings to pull, complained to the comissioner, got it tested, came back with nothing wrong with it, but b/c it was so weird they wiped it for me
