Tis pretty much the norm these days. Have had 3 certs myself, none of em in the engine bay 2 in spare wheel well and one on rear door sill haha.

Got cambelt, water pump, tensioners done for $760ish by my mechanic. (Gives me decent discounts though) 04 WRX Wagon.

Orange could look alright. Seems to work well on black or white cars, not so much anything else, maybe grey/gunmetal cars.

I love how so often the people who do things legitimatly are the ones that get screwed over by BS. On a side note I would be pretty pissed if I got a fine for wheel size, as 2 of my cars that have been certed have the wrong size printed on the plate (both half an inch thinner then what they are), AND my Galant has inline 4 on the plate (when it's a V6) :
