Either way, if he considered it urgent then there are exceptions in place that allow him to keep driving and not pull over.
At the end of the day, like every other person that continues to use phones while they drive they will be held accountable if they crash. If they can prove exceptional reasons for using the phone (like police can do with their job) then they wont get charged. Doesnt mean a lot in the big scheme of things if you are laying in a car wreck at the time.......
I know I wouldnt use a cell in a car, if others want to risk it then so be it, but arguing the point of 'awww but they do it' doesnt wash with me. Look after #1.
