twin turbo revs but no power

hey guys i just got another GT-B (full rebuild) motor for my bg5 and have just ran it in for like 9 weeks on 3psi (power like a ej15 diesel with a blown headgasket not really figure of speech)

so now i bury my foot on gas and it sits at 3000rpm at 10psi and doesnt move or it changes down a gear and revs at like 4700rpm at 0psi and wont go fast.

if i ease gas on it goes okay but i can on ease like 30% throttle at 4500rpm at 7psi top end and anymore and it hesisatates is this normal.

im used to running like 22psi and being thrown in the boot and putting my foot to the floor boards

could this be related to my center diff control solendnoid issue

ive been told it could be a boost control solenoid
