1999 legacy b4 many issues

Im driving a 1999 legacy b4 atm (I down own it thankfully).

Body done 315kms and supposedly had replacement engine and gearbox 50000kms ago by the owner (2 owners ago) which he probably did himself as he was a mechanic and there is no paperwork.

Issues:

There is not much power until about 5k rpm then the turbo comes on. I never driven a Twin turbo legacy until now but im pretty sure the big turbo is not supposed to come on that late. even I can tell the turbos have seen better days...

When second turbo come on (around 5k rpm) it stutters, hesitated and just sounds like its being fuels by chicken nuggets... Something definitely wrong (is that misfire or something like fuel pump or plugs, ignition system?)

When on motorway in 5th and you put foot down even at 3000 rpm it also stutters and I can feel the engine jerking around when it does that.

There is also pops and bangs from exaust when I lift off, I dont know if this means its tried to be tuned at one point, something is wrong or its just the exhaust it has.

When turning corners the steering wheel jerks left and right.

Other than those things I really love the noise this one makes and I can tell that one without these issues would be properly nice to drive and they look so mint.

Even with these issues I still found myself drive it to the shop (off boost :P) rather than my sti as its so damn loud and sounds so good I just was in the mood haha

Possibly centre diff on the steering wheel tugging. Check box and rear diff ratio match. Also alignment is the obvious choice.

Its not my car so im not gonna be doing anything to it, mostly curious but will also let him know where to start... 

Not sure what its boosting, has a gauge so ill check later.

Not quite sure what you mean by "Possibly center diff on the steering wheel tugging. Check box and rear diff ratio match" do you mean he could have put a different gearbox in that doesnt match the diff right? How do I check that?

If you have different ratios front to rear the centre diff is toast you can get what feels like someone tugging on the steering wheel if you hold it loosely while cornering. Easiest way to check is the number on the gearbox bellhousing and for rear diff turning the driveshaft and count the turns on shaft and wheels.

      Afternoon team,
      im new to the group first time posting. Im hoping some body can help me get my launch control all dialled in on my link g4x. Ive had the computer and car all tuned from chris at prestige awesome knowlegable guy super happy with the results but now im wanting to get my launch/anti lag all dialled in. Ive been reading multiple different forums etc all with different conflicking information which has made me nervious with what do i listen to this or that if you get what i mean. Now ive started to make myself familiar with my PClink software etc the past few weeks and im eager to learn how to do minor setups or tweaks etc so im not relieing on my tuner so much and obviously saving myself abit hurt in the back pocket. 
      Now back to the question at hand.... Im wondering if theres and one who could please share there knowledge and wisdom with setting all my values, timing, fuel etc when i have launch control armed and engaged, or even a launch tune file they can possibly send me to load onto my tune. Ive figured out the setup of my digital inputs turning launch control on etc and its obvisously on its pre set factory settings. It engages but doesnt sound the greatest or as angry as it should i feel. Hence reaching out to you good buggers.
