yea, you read right, there are two 'is', the second one would read better if i had of wrote "if it is indeed flashing you have other boost issues....."

does that make better sense?

EDIT: seeing the LED flash basically proves there is voltage getting to the boost noid (while you are driving etc) and of course that is a good thing as it means the ECU is doing its thing in the boost control department.

If it is indeed flashing but you still have 8-10 PSI there is another problem.....
