The difference between Legacy RSK B4 and B4?

nah B4 does not stand for Bilstein.

i had a 99 subaru legacy B4 RS

Non-turbo ej204 it was rated at 220hp with dual AVCS

b4 badge had dark grey outline

but it didnt have bilstein suspension

but "B" in "B4" does not mean Bilstein.

250T, TS, TS-R, Brightons etc. are not classified as B4

Pretty obvious, since 250T, TS, TS-R, Brightons are BH, not BE - B4 applies only to sedans.

B stands for Boxer, correct me if I\'m wrong.
